190 Targeted Invitation Rounds Continue - Blog By Immigration Agent In Sydney

The SkillSelect system sponsored by an eligible relative for the Subclass 491 – Skilled Work Regional (Provisional) visa and Subclass 189 – Skilled – Independent visa continues to throw away the ranking rules since it commenced in July 2012 that underpinned the General Skilled Migration (GSM) visa program. This article explores, if targeting rounds continue how it works, and the potential implications and why the SkillSelect system came about. 

GSM Visas and Skill Select

GSM visas, a key component, was managing the number of visa applications received,  When the new suite of independent skilled migration visas commenced in July 2012. GSM visas currently consist of the:  

  • Subclass 491 – (Provisional Skilled Work Regional visa
  • Subclass 189 – Independent visa - Skilled – ,and
  • Subclass 190 – Nominated visa - Skilled 

Of particular interest is that 491 visas are “split” between those nominated by a state or territory and those sponsored by an eligible relative.There are some very important differences between these two visas, including: whether EOI rankings apply and what sub-list the nominated occupation must be on.  

EOI applications and Ranking:

It is ranked according to the points the applicant claims in the points test, When an EOI is submitted. For 190 visas and 491 visas nominated by a state or territory, ranking does not apply, There is, however, one key difference to the SkillSelect model in relation to GSM visas. This has not stopped adopting a ranking system of their own to select who they will nominate some states and territories.

The territories and states are able to make their own rules within reason,as to who they will nominate. The number of occupations states and territories can pick for their own occupation list is far greater -  The other major difference between these visas is

  • For 190 visas, Short‑term Skilled Occupation List (STSOL) or  the nominated occupation can be on either the Medium and Long‑term Strategic Skills List (MLTSSL)
  • For 189 visas and 491 visas sponsored by an eligible relative, Long‑term Strategic Skills List (MLTSSL);and the nominated occupation must be on the Medium 
  • For 491 visas nominated by a state or territory, the nominated occupation can be on either the Short‑term Skilled Occupation List (STSOL) or Regional Occupation List (ROL), the Medium and Long‑term Strategic Skills List (MLTSSL).   

In normal times,  the ranking system sponsored by an eligible relative is extremely important for 189 and 491 visas. The reason is because for every invitation round, the Department of Home Affairs issues invitations to the EOIs which are generally run on the 11th day of each month,  with the highest points score first then to EOIs with the earliest dates of submission.Relatively simple law of Australia’s demand for migrants and laws of the supply of EOIs, settle on the price (points) required to receive an invitation.      

Invitations are issued until the maximum number of invitations is reached for the subclass,or the occupation ceiling is reached for one or more occupation groups or there are no further eligible EOIs available in SkillSelect.     

For several popular occupations There are also pro-rata arrangements which drive up the points needed to receive an invitation for those occupations. Pro-rata arrangements are designed to ensure invitations although the way the points test is designed, are somewhat spread evenly through the available occupations on the MLTSSL, trade occupations are significantly disadvantaged regardless.

EOI rankings and Targeted invitation rounds:

These are, however, not normal times.  Australia’s immigration program has been affected as much as any other program as the coronavirus pandemic has thrown up challenges worldwide. for this year’s migration planning levels GSM visas were hit the hardest. it was revealed that the May and June 2020 invitation rounds instead issuing invitations to occupations on a select occupation list did away with the ranking system. A “bespoke” occupation list revealed requested information of freedom consisting of scientific,medical and nursing occupation.

As of the 11 September 2020 invitation round, that targeting did not stop in june,the Department of Home Affairs states:

Since May 2020 targeted invitation rounds have occurred. This is likely the main reason why the minimum points required has plummeted to the minimum 65 points (September 2020) from 90 points (August 2020) for a 189 visa. 

Those expecting to receive an invitation based on a high score if in Australia with a visa running out, anxious too but in occupations not on this list will be disappointed And there would be a lot of people disappointed.
