The priority list is as follows:

With highest priority listed first the following processing priorities should be given due regard for visas that are specified in schedule in relation to application:

•  Visa application where the applicant is nominated by an employer for Regional Sponsored visa or an Employer Sponsored visa who is a party to a labour agreement under a Global Talent Program Agreement or a Designated Area Migration Agreement and through the Global Talent Program all applications identified. 
• Employer Sponsored Regional (Provisional) visa - visa application for a Subclass 494. Visa application within this priority where the applicant is nominated with Accredited Status by an approved sponsor or nominated by a party not mentioned in paragraph (a) are to have precedence to a labour agreement.
• For a Subclass 491 visa application (skilled work regional (provisional)) visa
• Employer Sponsored Regional (Provisional) visa - visa application. Visa application within this priority where the applicant is nominated with Accredited Status by an approved sponsor or nominated by a party not mentioned in paragraph (a) and (b) are to have precedence to a labour agreement.
• Regional Sponsored Migration Scheme visa - visa application for a Subclass 187. Visa application within this priority, where the applicants is nominated with Accredited Status by an approved sponsor is to have precedence.
• Skilled Regional Provisional visa - visa application for a Subclass 489
• Skilled Nominated visa - visa application for a subclass 190
• Skilled Independent visa - visa application for a subclass 189 in the points - tested stream
• All other visa application 

So to get an invitation they get the slowest process times not only do the poor 189 applicants have to wait a long time. Not exactly fair is it? 

Nomination - Order of Consideration: 

For nomination application there is also an order of consideration. 

The processing priorities are as follow:

1.  Occupation specified in the Priority Migration Skilled Occupation List (PMSOL), nomination lodged in relation to that

•  For the Global Talent Employer Sponsored Agreement nominations are equally important 
• The same level of importance are also given to nomination in relation to subclass 188 significant investor stream

2. Nomination for critical sector occupation 

3. Nomination lodged where the employer is a party to the labour agreement under a DAMA under Regional Sponsored visa and Employer Sponsored visa 

4. For subclass 494 nominations 

5. In relation to Employer Sponsored Visa all other nomination lodged

6. For subclass 187 nominations 

7. All other nominations
